Please find below the main points from the new RAG 16B for Adult Hampshire Competitions in Divisions 2, 3 and 4.
All regulations can be found on the website  on the following page -  RAG16B is under the Governance section.
2019-20 season
Differences to RFU regulations by league:-
HAMPSHIRE DIVISION 2
-up to 20 players.
-Rolling subs.
-You must START with contested scrums, if “man off” rule is used then you may go uncontested at any time.
-“Man off” rule to apply to front row
(You are not required to have front row replacements but you may not replace the front row player with any other player if you need to go uncontested due to a lack of trained front row replacements)(I.e. you will be down one player).
-No match card, therefore no player registration requirement.
-you are permitted but not required to loan players to the opposition.
-“Game on” regulations are not part of this league but may be used if both teams agree at least ONE HOUR prior to kick off and with the referee’s approval.  The league administrator should be advised.
HAMPSHIRE DIVISION 3
-any number of players.
-Rolling subs.
-You may play at ANY point with uncontested scrums, this will not affect the result.
-No match card, therefore no player registration requirement.
-The game may start with a minimum of 10 players
-Player loans are permitted.  If you choose not to loan players then you MUST reduce your on field numbers to within ONE player more than the opposition.
-At any stage of the game and for any reason(other than yellow/red card) you may not have more than one player more than the opposition.
-“Game on” regulations form the basis of this league but not the entirety, they may be used in full if both teams agree at least ONE HOUR prior to kick off and with the referee’s approval.

HAMPSHIRE DIVISION 4
 
This division will be operated entirely on “Game on” regulations.  We just want games to go ahead in the spirit of rugby.
